Chloe Gibbs is an assistant professor in the economics department at the University of Notre Dame where she is a faculty affiliate of the Institute for Educational Initiatives and the Wilson Sheehan Lab for Economic Opportunities. She is the director of Notre Dame’s Graduate Program for Interdisciplinary Education Research. From 2022-2023, she served at the White House as a senior economist with the President’s Council of Economic Advisers, focusing on child and family policy. In that capacity, she conducted analyses on child care access and affordability, family-friendly workplace policies, and women’s employment. She also authored a chapter of the 2023 Economic Report of the President on challenges in the market for early childhood care and education. Dr. Gibbs’s research focuses broadly on understanding how public investments in education, particularly in early life, translate into outcomes for children, their families, communities, and education systems. Dr. Gibbs’s research has been cited by National Public Radio, Newsweek, TIME, U.S. News, The Washington Post, and The Wall Street Journal. She holds a Ph.D. from the University of Chicago’s Harris School of Public Policy.
