Amy Ellen Schwartz

Amy Ellen Schwartz is Professor of Public Policy at the University of Delaware’s Joseph R. Biden, Jr. School of Public Policy and Administration, and Professor Emerita at Syracuse University’s Maxwell School and New York University’s Wagner School of Public Service. She previously served as Dean of the Biden School and as Director of NYU’s Institute for Education and Social Policy. She also serves on the policy council of the Association for Public Policy Analysis and Management (APPAM), the National Advisory Council for the Robert Wood Johnson Foundation’s Systems for Action Program, and editorial boards for the Journal of Policy Analysis and Management, Journal of Housing Economics, Regional Science and Urban Economics, and Education Finance and Policy, where she was editor from 2014 to 2019.

Professor Schwartz received a B.S. in applied economics from Cornell University and a M.A. and Ph.D. in Economics from Columbia University.
